Traders Advocacy Group Ghana (TAGG) has filed a judicial review application against the decision of the Ghana Revenue Authority (GRA) refusing a request from the group to furnish it with a copy of the contract entered with Truedare Investment Limited for digital customs tracking and AI-driven audit system meant to supplement the Integrated Customs Management System (ICUMS).
In the application brought by the learned Alex Dodoo of Dodoo & Partners on behalf of the Applicant-Advocacy Group, the group narrates steps it adopted to attempt access to the AI/audit system contract entered by the GRA culminating in a request for information lodged with the revenue office.
Per the Application as filed on the 5th day of March, 2026, a copy of which can be read/downloaded below, the Applicant informs the court of the refusal of the GRA, relying on section 11 of the Right to Information Act, 2019 (RTI Act), to provide the Applicant access to the contract on grounds that the said contract according to GRA "contains confidential third party commercial and competitive interests".
The Applicant suggests to the Court through its application that the GRA and its Commissioner General who is the 2nd Respondent per the motion paper do not have a legimate basis to refuse the request of the group.
The group contends that the contract in question which has far reaching consequesces for trade and revenue collection with Truedare Investments Limited undertaking "digital customs tracking and AI-driven audit system to supplement the Integrated Customs Management System (ICUMS)" is of public interest.
With suspicions of "procedural improprieties" with the contract, the Applicant armed with knowledge of the power of the Court to order GRA provide portions of the contract which are not exempt by the RTI Act thus prays for the exercise of the discretion of the Court in its favour.
Adjourned to 18th April for GRA to file Opposition
On Thursday the 26th day of March, 2026 the High Court, General Jurisdiction, Accra heard the matter but adjourned to the 18th day of April, 2026 for the Respondents to file processes defending their decision to refuse TAGG access to the contract with Truedare Investments Ltd.
